Defining the governing principles of WOSM

Constitutional Amendments are changes to WOSM’s Constitution that are proposed to the World Scout Conference. Participants of the Conference and Youth Forum have the opportunity to discuss the proposals, and then Member Organizations vote on the Constitutional Amendments at the Conference.

How to submit an Amendment

For the

Youth Forum

Step 1

Follow the Youth Forum Rules of Procedure, using the Conference Resolution and Amendment Guidelines as a reference.

Step 2

Collaborate with your Youth Forum International Team to prepare the proposal.

Step 3

Ensure the proposal is both proposed and seconded by at least one Youth Forum International Team.

Step 4

Send the proposal by the deadline to be set during the Youth Forum.

Step 5

Proposals will be reviewed by the Drafting Committee.

Proposals passed by the Youth Forum will only be considered by the Conference if subsequently proposed by Member Organizations to the Conference.

For the

Conference

Step 1

Follow the Resolution and Amendment Guidelines (Conference Document 2B).

Step 3

Include the proposing and seconding Member Organization(s) name, country and signature of the Official Contact recorded in the World Scouting Directory.

Step 4

Send to resolutions@scout.org by the deadline of 24 hours before the first voting session on Constitutional Amendments.

Step 5

Amendments will be reviewed by the Resolutions Committee.

Remove ambiguities or otherwise clarify the draft which has been circulated, or

In the opinion of the Resolutions Committee represent an intermediate position between the Constitutional Amendment and the current position or policy

Providing information for developing and proposing a Draft Resolution, including a workbook section to prompt important questions for consideration.

Constitution of WOSM

The current Constitution of WOSM provides a good starting ground for development of any new draft Constitutional Amendments.

Drafting Committee (Youth Forum)

Composed of Youth Forum delegates and supported by the Youth Forum Planning Team, the Drafting Committee is available to provide guidance to the Youth Forum international teams in drafting proposals during the event.

Regional Support

Regional staff and volunteers are available to support or direct support to the right person throughout the drafting process of a resolution.

Resolutions Committee

Composed of experienced and diverse members, the Resolutions Committee is available to support Member Organizations between April and August 2021.
