Key event decisions and outcomes

A number of key decisions that will help shape the future direction of the Scout Movement were made during the 42nd World Scout Conference and 14th World Scout Youth Forum. These key decisions and outcomes, which you can find below, include the draft objectives of the World Triennial Plan, Amendment to the Constitution of WOSM, approved Conference Resolutions, hosts of the future World Scout Events, and elected Youth Advisors and Voting Members of the World Scout Committee.

Draft Objectives of the World Triennial Plan

The draft objectives of the World Triennial Plan for 2021-2024 were endorsed by Member Organizations of WOSM during the 42nd World Scout Conference to be implemented in the 2021-2024 Triennium
 
The draft objectives will undergo a final reality assessment by the incoming World Scout Committee to determine available resources and align them with other approved Conference Resolutions. The final version of the World Triennial Plan 2021-2024, after approval by the World Scout Committee, will be published no later than 31 December 2021.

These strategic objectives provide guidance on what needs to be done in the 2021-2024 Triennium to achieve Vision 2023.

Amendment to the Constitution of WOSM

The following Amendment to the Constitution of WOSM was approved during the 42nd World Scout Conference. An updated publication of the full Constitution of WOSM will be published later.

Safe from Harm

Ensuring through a Constitutional Amendment that Safe from Harm is a membership requirement.

Conference Resolutions

The following Conference Resolutions were approved during the 42nd World Scout Conference, and will be implemented in the 2021-2024 Triennium and beyond.

WOSM Membership

Recording the admission of WOSM Member Organizations since 2017.

WOSM Fee

Proposing to continue the frozen annual WOSM registration fee system set in 2011.

Strategy for Scouting

Approving the World Triennial Plan 2021-2024 and to develop the next Strategy for Scouting.

Safe from Harm

Prioritising strengthened compliance and support in implementing the World Safe from Harm Policy.

Youth Engagement

Approving the main goals and key objectives of the Youth Engagement Strategy.

Evolving the Youth Forum and Conference

Adopting the principles and format for a ‘new event’ enabling an enhanced and youth empowering experience at the Conference.

Youth Advisor System

Implementing measures to strengthen youth participation in the World Scout Committee and its substructures.

Environmental Sustainability

Taking action to address the global climate crisis and to develop a climate impact strategy for WOSM.

Scout events in the modern world

Seeking support mechanisms for Hosts of Scout events to manage potential risks of major disruptions.

Leadership in peace

Taking action to position Scouting as a leader for peace and playing an active role in the UN Youth, Peace and Security Agenda.
