Delegate 101 package

The Delegate 101 package aims to support each delegation with key tips, tools and information necessary to get ready for the World Scout Conference, including details about the event proceedings and roles of delegation members.

This Delegate 101 manual has been developed by delegates of past events based on their learnings and experiences. Delegation leads are also invited to use the Delegate 101 workshop session plan and presentation to prepare their delegations for the events.

Preparing your Delegation

Dialogue during the events

The diversity of participants is what makes the World Scout Conference and Youth Forum special. During the events, you will meet people from around the world from different cultures, and with different experiences and views.

Delegations should prepare for how to manage decision-making, and engage in constructive debate and dialogue with people with different perspectives and opinions. We want to ensure all participants feel heard, respected and valued.

Join a workshop based on the principles of the Dialogue for Peace programme to explore tools and strategies for having discussions during the events.

Building your agenda

The Conference and Youth Forum programme and agendas are comprehensive with many different options, including opening and closing ceremonies, plenary keynotes, essential decision-making sessions, practical workshops, networking opportunities, and social events. Delegates will be able to pick and choose the sessions they want to attend and build their own agenda.

The Conference and Youth Forum are a fully integrated digital experience meaning that participants will design their own experience by adding sessions and networking events to their schedule using the digital participation platform’s features. Through the platform notification system, participants will be reminded on time for the sessions in their schedule so they don’t miss parts of the programme.

Side events

During the Conference there will be opportunities to take part in different side events. These side events will be hosted outside of the main plenary time slots, are will be organised by various groups, National Scout Organizations or partners and are optional for participants to attend. The time slots for the side events will be limited to ensure that participants are able to maximise the Conference workshops and sessions available.

Workshops and breakout sessions

The programme for the Conference and Youth Forum will include a variety of breakout sessions that will focus on institutional and decision-making topics and workshops to learn about key Scouting initiatives, working with partners, engaging with National Scout Organizations, and sharing best practices.

To ensure that the Conference and Youth Forum programmes are accessible to as many participants around the world as possible interpretation will be offered in the five WOSM languages during Conference plenary sessions, and in English and French for Youth Forum plenary sessions. Some sessions will require pre-registration and will be run twice to accommodate different time zones.

During the Conference and Youth Forum, participants will be able to access a permanent virtual exhibition area through the digital participation platform. National Scout Organizations and partners will setup exhibition booths to share relevant and useful content and resources. Delegates will be able to visit various virtual exhibitions and interact directly with exhibitors to learn more about a specific Scouting topics, projects, services or initiatives.

International Patrols

Engaging with new people from different backgrounds is an important aspect of Scouting. During the Conference and Youth Forum, every delegate will be placed into an International Patrol which will meet for 15 minutes at the end of each day’s plenary session to reflect on their event experiences and learn from each other. An International Patrol programme will be shared with each patrol to follow with lots of opportunities for fun and engagement! Details of your patrol and the programme will be sent to participants in August.

Youth Forum Personal Action Plan

During the Youth Forum, each delegate and observer will be invited to embark on a learning journey to reflect on their expectations and personal interests, as well as the expectations for their National Scout Organizations. Each individual will develop a personal action plan to guide their personal growth during and after the event, and to identify how best to transform the outcomes of the Youth Forum and Conference into local and national actions.

Implementing Conference outcomes within NSOs

Following the Conference, each delegation should be able to take back learnings and outcomes to implement within their National Scout Organization, and know how to contribute towards a wider vision for the Scout Movement. A workshop offered on the final day of the Conference will support delegations to apply the information, learnings and decisions from the Conference in their National Scout Organization to make the most of the opportunity for members.
