Understanding Proposals and How to Vote

Conference proposals and decision-making

During the Conference, the World Scout Committee and Member Organizations bring forward proposals in the form of Draft Resolutions and Constitutional Amendments to make changes to WOSM’s policies and areas of focus. The proposals are discussed before and during the Conference, allowing Member Organizations to comment on and propose changes to make the Draft Resolutions and Constitutional Amendments stronger and then are voted on during the conference. Triennial Plan

One of the Draft Resolutions that is proposed at the Conference is to agree on the Triennial Plan. This plan provides a roadmap for the next three years of WOSM’s work and defines how we will achieve our mission and Vision 2023, as well as support and meet the needs of Member Organizations.

Youth Forum Draft Amendments and decision-making

The Youth Forum will discuss and agree on a list of proposed Draft Amendments to the Conference proposals on the Draft Resolutions, Constitutional Amendments and Triennial Plan. They will be made available to all delegations at the Conference as part of the Youth Forum report and through the respective breakout sessions.

The Conference will consider these Draft Amendments only if proposed and seconded by Member Organizations in line with the Conference Rules of Procedure.

Candidates for the World Scout Committee and Youth Advisors

The World Scout Committee is elected by the Conference to govern the organisation between World Scout Conferences. The Committee consists of 12 elected and voting members. The Youth Advisors are elected by the Youth Forum and play a key role in the decision-making of the World Scout Committee.

World Scout Event Hosts

The Conference appoints the Hosts for the World Scout Jamborees, World Scout Moots, and World Scout Conferences and Youth Forums. These Hosts are responsible for planning, promoting and delivering these events for members and with support from volunteers.

Voting during the Youth Forum and Conference

Voting is a key governance activity during the Youth Forum and Conference. As part of the decision-making process, delegates have opportunities to cast votes on behalf of their Member Organizations on important matters that affect the next triennium. The Triennial Plan, election of Youth Advisors and voting members to the World Scout Committee, Constitutional Amendments, Conference Resolutions, and invitations to host World Scout Events are just some of the matters discussed and voted on at the Youth Forum and Conference. Tellers will be appointed at the Youth Forum and Conference to support the voting processes, oversee the voting procedure, and verify the number of votes recorded.
