DECISION-MAKING

Delegations play a crucial role in shaping the future of Scouting through active participation in decision-making of the World Scout Conference. This process is supported by clear voting protocols outlined in the Conference Rules of Procedures.

Our eVoting system

Our electronic voting (eVoting) system is unique to World Scouting — designed specifically to meet the needs of the Conference. It is an upgraded version of the system used at previous World and Regional Conferences, which has been thoroughly tested by World Scout Bureau staff and volunteers to ensure its reliability and credibility. This system will be used in all decision-making sessions of the Conference, whether delegations are attending in-person or online.

Backup voting options

When voting online, it’s crucial to be prepared for and minimise any potential risks. We’ve created a series of comprehensive procedures to handle different situations that may arise.
 
If there’s an issue with the electronic voting system, the Chairperson will allow for the switch to a backup system established and tested by the World Scout Bureau. Details on this backup will only be shared if needed.

How to vote during the Conference

SESSION ENDED (4 August)

Join this session for a comprehensive guide how decisions are made at the Conference, from the voting procedures to how to cast the vote for your Member Organization. But it’s not just about theory – this is a chance for Heads of Delegations to get hands-on experience in casting votes on World Scouting’s eVoting system and for everyone to ask questions and feel confident navigating the voting process. Mastering these skills will ensure your organisation can participate fully during critical decision-making moments.
 
*Attendance of Heads of Delegations is mandatory

Accessing the eVoting system 

During the Conference, participants can cast their votes through the eVoting system’s dedicated portal. Heads of Delegations are the primary contact for voting. Each delegation will receive one access credential, and with Heads of Delegations needing  to make arrangements with their delegation on how it chooses to vote.

Step 1

Heads of delegations will receive an invitation via their registered email address to register for the eVoting platform. This email will be sent no later than 1 August 2024. 

Step 2

Activate the eVoting account within 48 hours of receiving the invitation email by clicking on the unique link.

Step 3

Set a personalised password to active the eVoting account. 

Step 4

Head of Delegations can log in to the eVoting system at vote.scout.org
