World Triennial Plan 2024-2027 at a glance: Shaping a Youth-led sustainable, peaceful, and inclusive world

As we transition from Vision 2023, World Scouting has dedicated significant effort over the past months to developing the World Triennial Plan 2024-2027. This comprehensive plan outlines our immediate strategic priorities and objectives for the next three years, setting the stage for the new Strategy for Scouting. 
 
By building on past successes and introducing goals to tackle current challenges, the World Triennial Plan will guide us in expanding Scouting to more young people and reaching new communities. The purpose of this roadmap is to ensure Scouting’s relevance and continued positive impact on millions of young people all over the world.
 
The creation of this plan was a truly collaborative effort, prioritising participation and inclusivity to ensure it reflects the diverse voices within World Scouting. The process involved extensive consultations, cooperation, and feedback from all levels of the organisation, engaging a record number of Scouts, leaders, and volunteers. 
With a strong foundation built on comprehensive research by the Strategy group and following the most engaging and diverse triennial plan workshop to date, the World Triennial Plan 2024-2027 is designed to be a plan that provides clear goals for World Scouting, and at the same time an inspiration for NSOs to start their path towards the new Strategy for Scouting.
 
The objectives of the World Triennial Plan 2024-2027 emphasise outcomes, an important point as we move forward with a plan that is adaptable to meet specific contexts and needs at all levels of Scouting. By focusing on transformative outcomes – rather than in-depth details on specific objectives – we maintain flexibility and enhance the impact of our collective efforts.

Building a world of peace and inclusivity

As a result of incorporating a culture of diversity, leading in safeguarding within communities, improving the experience of Scout events, establishing strategic partnerships, and building a peace and inclusion framework, Scouting will innovate its youth programmes to include all communities and cultures. 
 
The Scout Movement will identify and actively reduce barriers to allow more young people and adults to experience Scouting and participate at all levels. In addition, Scouting will transform its approach to peace education in order to respond to today’s changing realities, empowering young people to cultivate peace in their communities, celebrate diversity, and contribute to an inclusive culture.

Youth shaping the world

Empowering young people to become leaders is not a new goal for the Scout Movement and while we recognise the accomplishments towards integrating youth into decision-making bodies and intergenerational collaboration, we want a future where youth leaders continue to inspire, innovate, and lead within Scouting and their communities.
 
As a movement and as an organisation, we want to encourage more youth to join and lead within their communities, removing barriers and creating clear pathways to leadership roles within the organisation and their communities. Additionally, Scouting will offer more innovative, flexible, relevant, and attractive youth programmes based on competency-based learning opportunities through the use of technology. As a result, youth will be integrated into decision-making processes at local, national, regional, and global levels, and World Scouting initiatives will be co-created with the participation of children and youth.

Making a difference towards a sustainable future

Through the implementation of a sustainability strategy across different levels and updating the nature experience in Scouting, the Scout Movement will leverage digital technology, examine World Scout Bureau processes and World Scouting events from a sustainability perspective, and leverage digital opportunities. 
 
Scouting provides young people with the opportunity to learn how to minimise environmental impact, promote sustainable living, and become environmental sustainability change-makers. Additionally, the Scout Movement will develop climate sustainability actions across all operations to prepare for the impact of climate change on our organisations. Our goal is to become climate-neutral by 2033.
 
Youth’s active participation and leadership will shape a world that is more sustainable, peaceful, and inclusive by embracing these objectives as part of the World Triennial Plan 2024-2027. In order to achieve the ambitious objectives outlined in the new Strategy for Scouting, World Scouting will build upon this plan as a first step. 
 
The Movement is positioning itself as a dynamic and transformative force for positive change, empowering young people to make a difference in their communities and beyond.
