World Scout Conference Rules of Procedure

The Rules of Procedure  assists World Scouting in promoting an inclusive and streamlined decision-making process at the Conference. The Conference Rules of Procedure has been approved by Member Organization through referendum ahead of the Conference.

Rules of Procedure

The following principles were implemented through the development of the Rules of Procedure for the 2024 Conference.

  • Build off best practices implemented for 2017 and 2021 Conferences.
  • Incorporate a number of minor improvements to bring clarity to existing processes and allow for alignment with the event modality.
  • Implement measures for youth engagement in decision-making and alignment of voting protocol.

Briefing Session

NSO leadership were invited to attend a briefing on the proposed 43rd World Scout Conference Rules of Procedure on 29 October 2023. The session provided an opportunity to understand the improvements and important changes being proposed to the Conference Rules of Procedure.
